Opinions of Administrative Staff on the Culture of Fear in State Universities

Özet
The study aims to determine the culture of fear in higher education institutions according to the opinions of administrative staff working in state universities. The population of this research, in which the descriptive survey model was used, consists of 169.322 administrative staff in state universities in Turkiye in the 2020-2021 academic year. The sample study consisted of 928 administrative staff. Data were collected using the Culture of Fear Scale and analyzed using descriptive tests, independent samples t-test and one-way ANOVA. It was found that administrative staff working in state universities sometimes felt fear of managers and rarely felt fear of colleagues and legal processes. Significant differences were found in the fear of colleagues according to gender, title, seniority, and geographical regions of the universities where they work. There were also significant differences in fear of legal process by seniority and fear of managers by title. However, no significant differences were found in any type of culture of fear according to employees' marital status and level of education.
